It is a major transportation project determined by the national "Thirteenth Five-Year Plan" and the "Plan Delta Planning Outline". The infrastructure project is an important transportation link connecting the three major areas of the Guangdong Free Trade Zone and the two functional groups of the Pearl River Delta, "Shengzhen-Dongguan-Huizhou" and "Zhuhai-Zhongshan-Jiangmen".
